Fill release body even if release already exist

Ci is starting when creating release by hand.

If I provide a releaseBody value, the release body is not updated. I also provide tagName

This is very intentional since all the release configs are only used when the action is responsible for creating the release.

I do see the appeal in this request though for example for nightly releases with change logs.

Should probably be opt-in though 🤔 edit: or maybe not, I guess if you don't want tauri-action to set a body you simply don't configure it. Should be a breaking change though so v1 could work.
