Fedora 32 and CentOS 8?

The former is in beta and is on my host system, and the latter is out already and is what I use for containers, so right now I can't run H2O anywhere :cry:.

I added Fedore 31 and CentOS 8 build. Please try them.

Fedore 32 is now beta. I'll change the package version once Fedora 32 is officially released (should be May 1, next month). If you want to use it before that, you can build the package by yourself by changing 31 to 32 in Dockerfile.fedora and Makefile and running make fedora command.
