w3m Maintenance

As it seems tats is MIA[0] since over a year.  I tried to contact him
via Email, last time in April this year.  I tried getting other contact
info via a friendly Debian maintainer, but to no avail.  Also in April I
successfully contacted dai who was also involved in the w3m
maintainership at Debian.  He tried to reach tats through mutual friends
but also could not reach him.  We are worried about the well-being of
tats.

dai finally decided to pass this to the Debian Q&A Team, who are now
dealing with the situation for Debian.  This is a long lasting process
and dai recommended that I fork and continue maintaining w3m.  And
that's what I will do.

I collected the most important bug fixes and a list of w3m maintainers
across a lot of Linux distros and OSes.  I will contact them to get
those fixes applied to w3m packages shipped.  I also will apply those
patches to my fork of w3m on sr.ht[1].

I will work on merging outstanding GitHub "Pull Requests" into my fork
as well.  Furthermore I have queued up another ~150 patches, from minor
refactoring to additional new protocols like gemini.  These will also be
released time after time.

I created mailing lists[2] for those interested in the development of
w3m, besides that I idle with fellow w3m users in IRC in #w3m[3] at
Libera.Chat.

I will review all GitHub Issues and import those that are still
reproducible or otherwise relevant in my bug tracker[4].  I already
reviewed all outstanding bugs in the Debian BTS and on the original
SourceForge repo.

I think it's important to migrate away from GitHub for future
development.  Using a platform to develop a browser which does not work
with that browser is ridiculous.  But I will continue to be active in
the issues and "Pull requests" as long as we see activity here.
