Complete implementation of geolocation

Handle the instances where geolocation is unavailable or disabled. Also applies to Titanium, HTML5 needs checking.

jQM version handles this correctly "Unable to detect current location. Please ensure location is turned on in your phone settings and try again."

We should also agree on a reasonable timeout for receiving a GPS location. Somewhere in the region of 5-10 seconds would be my best guess.

HTML5 apps work better now than native on android at least when approximate location but not GPS location is available.
