feature request: python client - provide a sane retry delay if disconnected from redis

Is your feature request related to a problem? Please describe. this is for the python client: if redis gets disconnected, or if it isn't running, the STDOUT and retries to get next job has no delay. It quickly overwhelms STDOUT

Describe the solution you'd like sane defaults for retry interval. Bonus points for exponential backoff
