Investigate different levels of trust for wallets

Wallets can improve trust between them and base nodes by keeping track of and validating proof of work. The validation process needs to reflect this and also make sure it checks all headers.

This option should be made optional for low-power wallets and mobile wallets that don't currently support running randomx.
