Slack socket mode support

What problem would you like to solve? Please describe: Currently the slack manifest requires two way connectivity. It would be great it the goalert code supported slack app socket mode so that the goalert doesnt require external web access for slack to access the goalert instance

This would also be very helpful when developing goalert locally as socketmode could be opened to an instance running on a devs machine
