Enhance User Search by Including Email Field

What problem would you like to solve? Please describe: Currently, user search supports query by phone field. It does not support searching users by email field. In environments where user names might overlap, the ability to search for users by their email address would be a significant improvement.

Describe the solution you'd like: Implement a feature allowing search for users using email=<email-id> in the search field (and permit this functionality in the filter popover), similar to the way we currently do for phone numbers.

Additional context: This improvement will also be beneficial for API consumers to manage users via their email addresses as it provides a unique identifier compared to names.
