ui/alert: escalation errors are not displayed

Describe the Bug: Errors that occur during escalation are not shown to the user.

Steps to Reproduce:

  1. Introduce a network error/validation error for escalation
  2. Escalate an alert

Expected Behavior: A dialog or toast popup should indicate a failure.

Observed Behavior: No visible UI, silently fails.
