user/cm: cleanup contact methods that have been disabled for a configured period

What problem would you like to solve? Please describe: Contact methods that have been disabled and forgotten about may become a problem if other users need to use the disabled contact methods information. One example may be a slack username that is re-used within an organization. Currently an admin or the previous user would have to search for the username and manually delete it.

Describe the solution you'd like: Cleanup contact methods that have been disabled for a configured period of time.

Describe alternatives you've considered: N/A this would need to be handled manually by an admin or individual users.
