ci: remove macos-11

macos-11 no longer supported by GitHub actions: https://github.blog/changelog/2024-05-20-actions-upcoming-changes-to-github-hosted-macos-runners/

So we need to drop the macos-11 from CI or replace it with macos-13/macos-14.
