Allow to run lua scripts with cartridge-cli

After implementing #367, it will be possible for cartridge-cli to pick a correct runtime for the script, by either using a default, or looking at runtime.txt file if it's present near the script we are trying to run.

So, I think it will be a good idea to allow running lua scripts with cartridge myscript.lua.
