Update conda-smithy recipe

  • Bump gnuradio to the latest stable release
  • Bump build dependencies (boost-cpp, volk)
  • Enable CI for Python 3.12

Python 3.8 targets are removed as its EOL date is 2024-10-07.

Please let me know if you would like the "conda smithy rerender" commits taken out from this PR and submitted separately.
