No live reload on files with no <head>

Issue description

Live reload doesn't start on html files with no <head></head>.

Software details

  • Command line used for launching live-server:
  • OS: XUbuntu 22
  • Browser (if browser related): Chrome
  • Node.js version: bun
  • live-server version: 1.2.2
