删除超级表再重建同名超级表后，无模式写入数据概率性失败 since Table already exists in other stables

Bug Description 1、删除超级表 2、创建同名超级表 3、通过超级表无模式写入时，部分数据插入失败（和插入成功的数据行完全一致）：metaCheckCreateChildTableReq failed at /mnt/workspace/main/TDinternal/community/source/dnode/vnode/src/meta/metaTable2.c:282 since table t_7084e39cc217477084cb169cb34bf3c5 uid 2798741601832535133 exists in another stable with uid 5104840270750508760 instead of stable with uid 6370008492927969006 version:1262667485 4、手动DROP 子表后故障消失

To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Type in '....'
3. See error

Expected Behavior 按照文档说明，删除超级表应当删除所有子表，那重新创建之后不应该有这个问题
