Update code to make test suite run, and update requirements

the test suite has gotten stale and no longer worked, now it is updated to work against the currently valid wagtail/django/python combinations

Selenium's version is pinned to selenium>=3.141.0,

It's just so convenient to be able to auto-format code.

getState and setState don't quite capture the entire state of the model
