Add label collision
on webgl version too

I'm not sure it makes sense to track feature additions like this that will be applied automatically -- without any new styling rules -- in a style repo.
For that matter I'm not sure it's ideal to duplicate some others like label repeat distance that are blocking on Tangram features... But at least in those cases it serves as a reminder that we need to come back and update the style to make use of new features, so I understand the use (you could just end up with a lot of them :)
@nvkelso, what's your thought on balance between style vs. renderer issues?

Any time style needs to be updated in a scene file to enjoy a new Tangram feature, there should be a related "style" issue blocked on the Tangram issue.
Signaling Tangram work priorities is a different matter ;) But to Geraldine's point, not having collisions in WebGL (they do work in ES) makes designing parts of the cartography difficult (it's not just one icon or color, but the combination of styling that makes the map).
