Taplo 0.8.0 depends on vcruntime140.dll existing on the system

Running the executable on systems that have not installed the Microsoft Visual C++ Redistributable will see an error about this missing dll.

Can this file be distributed in the .zip file, or the runtime be statically linked instead?
