Actually I started using "Multi-monitor addon" at some point and all of this just lost any meaning because you have a full shell on every monitor.

Pixel saver saves space fusing the titlebar into the panel. Title bars only contain window title and controls, so it follows natural to move controls into the panel, too. Applications...
In general if you wish to change displayed window controls globally, change the values at ``` /org/gnome/desktop/wm/preferences/button-layout ``` from dconf or through GNOME tweaks.
