Cecil required

Hey,

I'm able to load the plugin successfully, but running it complains that it can't load the assembly for mono.cecil.

I'll try hunting that down, but it might be something needed in your deployment (I'll let you know what I find).

Looks like latest ILSpy comes with version 0.11.4

Sorry for the late response. I currently don't have a Windows environment handy, so it might take some time for me to fix this.
