Python Panel UI Stylesheet

Default python panel style is like just matched only with Houdini Theme colours but it doesn't support whole styles. For instance, only inserting PySide widget into python panel doesn't adjust the row hight.

This should be fixed for improving UX. So I think we should create style sheets for this improvement.
