Update tailscale to 1.70.0, node to 22.x, fix Docker CMD syntax

This PR updates all of the components of the extension to current, supported versions.

Tailscale: 1.58.2 (Jan 2024) - 1.70.0 (July 2024) Node: 18.14 (Sept 2023) - 22.5.1 (July 2024)

It also fixes the CMD syntax to be in line with the linter updates from a couple of months ago (JSONArgsRecommended and LegacyKeyValueFormat).
