feat: add reverse proxying capabilities on admin server

#2817 opens up opportunities to connect to the Admin portal, we want to add a route /pass which works as a dumb proxy.

Technical Requirements

• The proxy should just forward the requests as it is to the correct host without any parsing or modification.
• It should flow the guidelines as provided here https://developer.mozilla.org/en-US/docs/Web/HTTP/Proxy_servers_and_tunneling#http_tunneling
• Make sure the code is modular and high-performance.
• Write concise unit tests
