Issue templates on Taiga

Is your feature request related to a problem? Please describe. Issues in open projects often require some steps to be fully understood by the team behind. As GitHub currently does, it would be useful to support issue templates in Taiga issues

Describe the solution you'd like The admin of a project can create an issue template in the project settings. When a user wants to fill an issue, depending on the type of the issue, it will get the template that the admin has written previously prefilled in the issue description. A plus would be if the issue not only has a description but also has custom fields like browser, resolution, OS, etc.
