Feature Request: Add a flag to disable public projects

Currently, there's no flag to fully disable public projects when we install taiga on a self-hosted instance. I feel this is pretty dangerous because it's quite easy for users to forget to create projects as private, thus it can lead to data leak.

I'd like to add a flag to:

  • Disable public projects on the frontpage
  • Remove "public" option on the project creation page

Of course, this would imply some work on the backend.

I'm eager to implement that flag, but I'd like to get your feedback first :)

We have been doing some housekeeping work prior to Taiga6 upcoming release and we are reviewing old issues that we didn't correctly address back then. Taiga6 brings a significant UX/UI rework, and after the launch, we’ll come back to this issue to check it again. This time we will make sure to review it properly.

+1 Projects will be created by various users in the organisation, and expecting them to properly set the privacy (public / private) setting for every single project isn't feasible
