Unify the Ledger and non-Ledger onboarding flow

Is it unified enough since the switch to tabbed onboarding, or is there more work to do here?

I can’t remember if the address selection screen that ledger has comes up for mnemonic import and account generation. If yes, then yeah we’re sufficiently unified. If not then we can update this issue to reflect that as the goal.

When importing mnemonic currently only the first address is added and you do not get to choose, so having the same functionality as the Ledger flow there would be neat.
