Is ROUGE toolkit required?

Hi,

Thanks for the useful repo! ROUGE metrics have been quite novel for me & I haven't installed the ROUGE toolkit. Does the repo requires ROUGE to calculate such metrics? If so, could you please show us how should it be installed (e.g. versions and options) to let pythonrouge work properly. Many thanks for the help!
