Help Center header has no hamburger menu, and overlapping items in header on small screens

Steps to reproduce

• Go to https://tachiyomi.org/help/ on either:
  • A small screen mobile device (like a phone)
  • Desktop, and use the browsers devtools to shrink the size of the website thin

Expected behavior

The page has a hamburger menu like all of the other pages, where the other navigation links reside, and there is no overlapping of anything

Actual behavior

No hamburger menu present, and the top navigation links can overlap the Tachiyomi logo.

Help Center page has a hard coded layout. It would be somewhat hard to fix, preserving the custom layout.
