Add data quality indicator information

data_quality_indicators table goes back to at least 2019.3, though the hist_data_quality_indicators table was not introduced until 2020.4. We should consider adding some of this info for the 03 compatibility set (targeting 2020.3), and revisit with TS Events once we restructure it.
