Respect Tableau Server site settings for enabling data driven alerts

Tableau Server has a site level setting for data driven alerts. When this is disabled, VizAlerts should stop working on that site. This information can be incorporated into the VizAlertsConfig workbook and the value for that setting integrated into one of the calcs used to determine whether alerts go out or not, most likely.
