Casing of headings

WHATWG uses sentence casing.

"Terms defined by this specification" is consistent with this.

"Normative References" and "IDL Index" are not consistent with this.

Can we make Bikeshed align with WHATWG here or perhaps provide an option?

That said, I've got a long-standing half-finished feature for doing translations of all the built-in strings. That would work for this, too.
