Auto-pull WG info from the W3C API

ReSpec already does this, so groups don't have to put in their patent link, etc. This should provide all the info necessary to handle status-*.include files generically.

@plh or @marcoscaceres to help me find where in ReSpec the code to access that is, so I don't have to learn it all myself. ^_^
