These hooks are immensely useful, and it would simply be nice to see them on GlobalTile for further customizability.

What does this proposal attempt to solve or improve?

Implementing these hooks to GlobalTile would allow for manipulating the tile framing of already existing tiles without much effort, which in of itself offers a lot of possibilities. Perhaps you want to make snow use it's custom merge frames with dirt without messing up the way the block merges with ice? Or perhaps you added a new tile and want it to merge with other tiles in a special way? So on, and so forth.

Which (other) solutions should be considered?

Oops, this particular issue is asking for those hooks in GlobalTile. Not fixed yet.
