I am guessing [tcp/11112](https://dicom.nema.org/medical/dicom/current/output/chtml/part08/chapter_9.html) was chosen to avoid running Dicompot in privileged mode. After all it is the official fallback port.

I would think so, hence a port translation on a firewall / router, in docker, etc. should achieve the effect you are looking for `tcp/104 > tcp/11112`. If you are...
