Implementation of Causal Deconvolution and Update of Tox Build

This PR has the following new features / updates:

1. Causal Deconvolution algorithm with test classes
2. Periodic Partition with test classes
3. Update of metadata files for Tox and dependencies
4. Fixed syntax based on Pylint
