Latest stable version of FileMerge

I've just tried this on macOS Mojave and it works however FileMerge is a but buggy and probably not the last version available.

Would it be possible to make this work with "Xcode 10"?

Depends on what you mean by "this".

Is there a way to download a later version of FileMerge without downloading Xcode? No, because Apple doesn't distribute the developer tools separately from Xcode anymore.
Is there a way to install a later version of FileMerge without installing Xcode? I think you can achieve this effect if you download Xcode from the App Store and then delete everything from the Xcode.app folder except for FileMerge and the frameworks it relies on. If this is what you want to do and these steps don't work, feel free to reply to this issue and I'll see if there are some extra steps required to make this work.
