"Public" privacy settings remains available when listing is disabled

Describe the bug When you disable upload listing, the "Public" privacy settings remains available despite the upload not actually being public since there is no list to see it.

To Reproduce Start MicroBin with the listing page disabled

Expected behavior The first and default setting in this case should be "Unlisted"
