Sets the character encoding for raw text.

Currently(v2.0.4), when viewing pasta using raw text, it results in garbled code if it contains CJK characters and Emoji. This problem can be solved by changing the encoding format of the browser. I would like to set UTF-8 encoding directly in the program to solve the problem.
