Making adding our own custom emoticons easier

1. Allow us to upload the icon.
2. Tell us the px size if size matters. I've seen sizes from 16px all the way up to 512px.
3. Let us use a url that is pointing to the emoticon whether the url specifically ends in .png or not--just as long as it's pointing to a valid emoticon image.
