Empty relation
Hi,
IMPORTANT : i'm not using Potlach3, please don't ask me technical informations.
5 days ago, an empty relation was created in osm by Potlatch 3 : https://www.openstreetmap.org/relation/4043470/history
It would be great to try to understand why and to prevent the next one.
(it seems that members have been removed from the relation so the relation was empty and it was sent like that in osm database : if it is true, it would be great to automatically delete the relation like ID does).

2 new cases since my last post :
- https://www.openstreetmap.org/relation/7219202 = same case as above = all 1009 members were removed from this relation (see https://pewu.github.io/osm-history/#/relation/7219202), I think the user wanted to delete the relation but Potlatch didn't delete it and the relation was sent empty to osm database
- https://www.openstreetmap.org/relation/2242738/history = it looks like another problem, a relation with 2 members (2 ways), members were deleted, relation became empty and was sent empty to osm database when it should be automatically deleted

If someone would like to come up with consistent steps to reproduce then I can look at it, otherwise I'm not planning to work on it.

I finally downloaded and installed your sofware, tried some tests but didn't find the bug : I will try more later and will come back here.
When testing, I found 2 other bugs so I opened 2 new issues #31 and #32.
