make_debug_shell_emergency breaks rd.systemd.debug-shell=1

I have no idea why, but because of the emergency.service->debug-shell.service, you can't start the debug shell through kernel cmdline. If I use rdinit=/bin/bash and remove the symlink before starting systemd, debug-shell works.
