Can the diameter of the through Via be adjusted from 0.40mm to 0.45mm?

Under the technology of most countries, the two sizes of 0.40mm and 0.45mm are manufactured by factory pcb at two different prices. 0.45mm is cheaper than 0.44mm. Can the diameter of the through Via be adjusted from 0.40mm to 0.45mm? @jackpot51 @dlharmon 😘
