Reboot with eGPU plugged in fails

When rebooting with an eGPU(NVIDIA RTX 2080ti) plugged in, the system does not successfully get to the System76 splash screen let alone to a booted system.

Please verify that the issue does not happen before that change

It appears this issue happens before that change as well.

Not to muddy things here, but on my galp5 I've observed reboot and shutdowns hang with my only TB3 device plugged in (eGPU with no GPU installed).
