Threshold for powering machine on is higher than for keeping machine on

I have found that under a certain battery threshold, the machine will not power on (without AC). This threshold however is higher than the threshold of keeping the machine running.

Steps to Reproduce Issue

1. Drain battery to 3.6Wh. (NOTE: This is a value where I first experienced the issue but I do not know what the upper or lower limits are)
2. Turn machine off.
3. Attempt to power on machine.
4. Notice machine does not power on.
5. Provide AC power
6. Power on machine.
7. Unplug AC power
8. Note that the system remains on and functioning.

Expected functionality

• System thresholds for these two described states should be fairly similar
