BIOS menu has redundant step; poor UX

• BIOS version: 2021-07-20_93c2809
• EC version: The Bug Report template doesn't say how to get this, but I am running a custom version of the EC.
• OS: Pop!_OS 22.04 LTS

The "Change Boot Order" menu requires two Enters to enter, and two Escapes to exit. This is poor UX. The second Enter and the first Escape are superfluous, and should be removed.

Steps to reproduce

• Turn on the computer
• Press "Esc" during POST
• Arrow-down twice
• Press "Enter" (should be the "Change Boot Order" entry)

Expected behavior

I am taken directly into the boot order menu

Actual behavior

I am taken to a screen that makes me press Enter on "Change Boot Order" a second time, for no reason.
