Pop!_OS Refresh Install

The Refresh Install feature is outlined in the Pop Recovery article, but that is not the only use for this feature. I am occasionally sending it to customers with broken sources who are unable to upgrade their OS. Refresh is much faster than untangling dependency conflicts, so is preferred for some users.

Having a dedicated "Refresh Install" article may be appropriate. Adding a section on the feature in the Live Disk and Pop!_OS upgrade articles would also work.
