Internal Metrics improvements

Description of the problem

Improve the utility value of metrics by excluding anon metrics and tracking apps/tags

Proposed solution

• exclude anon status such as filters
• exclude filters "not matched"
• create a new stat for tags set for example "foo" has been set 300 times per second
• create a new stat for app parsers matched

Additional context

As users have started moving from compliance /security to operational use cases more users are asking good questions related to how to monitor their logging infra. These stats improvements will help build observability into this critical software
