On GitLab the general `atlantis/apply` job remains in pending, even though all individual ones are successful.

I believe this is working fine now with `v0.19.8`. I do not recall seeing pending apply jobs. Can anyone confirm this?

Upon further testing this appears to still be an issue.

This particular issue happens to me too when connecting to an appliance which doesn't have a full shell and doesn't have the `echo` command, therefor it cannot echo the returncode...

@andreacavagna01 Leapp v0.16.1 is still not working for me, it is giving the same error.
