[Bug]: Boost transfer from spending activity fee rate too high

Describe the bug

When I boosted a Transfer from Spending Activity the suggested rate is much higher than the market. It also doesn't achieve that amount.

Reproduce

1. Transfer from spending to savings
2. Boost the new activity
3. Check current fee rates in dev settings
4. Suggested fee is 7sat/vb even though slow, med, fast are all 3. It should suggest 3.

• CPFP is correctly used.
• Channel closing tx is https://mempool.space/tx/74b7cefa0f2b25965a1c5cd0823095ae87466116ca6372978d0fa63f638eaf81 (fee rate 3sat/vb)
• My wallet's CPFP is https://mempool.space/tx/cf67d701eb92b99f2c10edb20565de35bed55461d318f5a9b5f4972d4f4ed143 (fee rate >10s/vb)
• The effective fee rate is <6sat/vb even though 7sat/vb was selected
