[Bug]: Send contact list not scrollable

Describe the bug

We should ensure the send modal contact list is always scrollable, especially when use user has ±>10 contacts. Currently, on first attempt scrolling is not possible. Closing and reopening the modal sometimes resolves this. We should make scrolling work consistently.

Reproduce

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Not able to reproduce this so far. If anyone can share a screen recording that would probably help.
